The unemployed will have to get used. Now, after their registration at pole job, they will not necessarily supported by an adviser of the public service but may be referred to a consultant working for a subsidiary of Adecco or Manpower. He is helping them update their resume or get a job interview. Unthinkable even a few years ago, this outsourcing of support to the unemployed to the private sector was the subject since 2005 trials less and less homeopathic doses. Since the last call for tenders, with 320 000 job-seekers in the next two years, the term of "experimentation" which had prevailed so far is longer. Private placement (OPP) operators, to use the technocratic terminology, settled permanently in the landscape, as evidenced by the dozens of agencies that they open everywhere in France. Remains whether if stakeholders - the unemployed - will find their account.
A priori, anyone having recently mesh with the public employment service can only rejoice. Threatened with thrombosis by hundreds of thousands of new registered unemployed in recent months, pole employment has an urgent need of reinforcements. "We conducted 1 840 hires this year, over 500 recruitment in CSD." In addition, the use of the OPP represents an immediately operational support ", confirms Bruno Lucas, Deputy Director General of pole job." Intended for unemployed persons requiring support strengthened, private operators services distinguished also by the quality of follow-up: their contracts specify that each of their consultants oversee never over 50 job seekers. What better to pole employment availability where, admittedly even Vice President Alain Lecanu, Member of the CFE - CGC, "this ratio of 1 to 50 remains an objective to be achieved." Today, 30 of advisors follow more than 130 unemployed "."

It is not sure however that this was sufficient to the happiness of the concerned main. First because they have more choice. Up until now in effect, the orientation to a private operator required the consent of the unemployed. And the refusal rate was far from being negligible: in the year 2007 for example, it was above 50 (1)! Some principle declined the intervention of the private sector on a mission they considered fundamentally within the public service. Others, especially managers, felt able to support strengthened, seen also as a little invasive (an appointment a week at a minimum, to one month at pole employment in theory). Others finally feared to be directed to a position they would have really liked. Prove it by Sociovision-Cofremca annual studies on behalf of the insurance: the loss of a job is often perceived as an opportunity to professional reorientation. So, for this licensed computer, it is an opportunity to move towards sustainable energy sector, as he dreams for years. However private operators pay is based on their ability to bring lasting, and quickly, the unemployed towards employment. For fear of being too quickly propose offers of employment in a software, our computer scientist in the vain of "green business" could be led to decline the proposal of the reinforced monitoring.
Has the Government found that the sharp rise in unemployment was more States to soul Now, "pole employment decides the orientation to the OPP, unless special circumstances raised by job seekers and evaluated by the councillors", explains Bruno Lucas. Clearly, the refusal must be firmly substantiated. It's well is a change, even if the Deputy Director General of pole job defends. The institution has so far shown very discrete about this change in policy. At this point that he had escaped the operators interviewed by issues! Their task is yet singularly complicated. Between the unemployed and the consultant responsible for support it, trust is essential. If he honors his convocations with reluctance, the results are marginal necessarily.
Another pitfall: a good collaboration is also needed between private operators and pole employment agents. This is far from being the case. Funded by unemployment insurance, experiments conducted since 2005 were intended to draw the ANPE of its torpor. The initiative was very badly perceived by its employees. "Many advisors live recourse to the private sector as a challenge to their work and their efficiency", related Christian Charpy, in 2006. Last year, a report commissioned by the Ministry of labour confirmed that "the reactions of the ANPE with the OPP officers have often footprints of distrust, or even hostility." ... These tensions have sometimes taken a turn compounded over the job seeker "."
To avoid this scenario does not happen again, the Government moved to second discourse on the "healthy emulation". During these travels, Laurent Wauquiez, Secretary of State for employment, deserving leaders now that he is not to determine which works best, but to use all the levers to help the unemployed. Nevertheless, if some officers applaud this support which will slightly reduce the queue before their Office, the resentment are not addressed. "" In some basins of employment, the cooperation will be very well, but in others, it will probably be problems,"suppute Franck Yschard, Director of Adecco route and use." Our interlocutors in pole employment we have warned that the collaboration would be more or less simple areas ", confirms an another head of OPP." In view of the State of the labour market, the unemployed would be happy of this additional obstacle.
